Can my landlord lock me out of my apartment if I do not pay rent?

No, your landlord has to go through the proper eviction proceeding and obtain a writ of possession before removing you from the rental premises. If the landlord changes the locks or does other things, such as cut off the electricity or water, that’s what’s called a constructive eviction and you have a cause of action against the landlord in that instance for three times the monthly rent.
