If a tenant and landlord can’t agree, generally what will happen is there’ll be some sort of litigation. During that litigation both parties will be ordered to go to mediation, where they’ll meet with a neutral mediator who will try to work out some sort of agreement between the parties. If the mediation’s unsuccessful, then the case will be sent back to the judge who will set it for a final hearing, wherein the judge will make a determination as to the issues at hand.
